Error description

• Message DFHSI8446 occurs during CICS initial start.
  .
  DFHSI8446 ..  The CICS region userid xxxxxxx is not authorized
           to use PARM or SYSIN parameter HPO. CICS is terminated.
  and
  DFHXS1111 .. CSXM Security violation by user xxxxxxx for
           resource DFHSIT.HPO in class FACILITY. SAF
           codes are (X'00000004',X'00000000'). ESM codes are
           (X'00000004',X'00000000'). RACF request made was AUTH.

  The SIT has HPO=NO and HPO (High Performance Option) is not
  specified in the JCL parameters or in the SYSIN.

  Also from a dump on the MSGID, the internal trace showed the
  INQUIRE_PARM entry for HPO:

  It looked like a HPO override had been incorrectly 'found'.
  Additional Keywords and Symptoms:
  The DFHSI8466 message has also occurred when GTFTR=ON.
  The HPO check occurs very early in the CICS region lifetime;
  This problem occurs when an unitialized flag is checked.

  However, the CICS startup parameters do not specify the HPO
  option.
  
  CICS should not perform a security check for the HPO
  parameter if it has not been specified.
