APAR status

• Closed as program error.

Error description

• When altering a default value of a column (for example,
  altering a default for a timestamp column from 'WITHOUT TIME
  ZONE NOT NULL' to '0001-01-01-00.00.00.000000'),
  and with run rebind option 'M' (mandatory) specified for
  Analyze, rebind statements are not generated in the WSL.
  As a result, the run job may render the packages invalid.
