There was way to tell the JSSE to use the servers cipher order in a SSL handshake. Providing an option to allow it.

Problem conclusion
Add custom property, com.ibm.websphere.ssl.enforceCipherOrder. When set to true users tell the server to use the cipher order of the server side of the SSL communication.
