Error description

• REORG at PARTLEVEL with DRAIN_ALLPARTS failed to drain the
  tablespace, but DISPLAY CLAIMERS command was just against
  partitions that in reorg scope so user can not find claimers on
  other partitions.

  REORG TABLESPACE PART(1:4) with DRAIN_ALLPARTS YES specified
  failed to acquire the part 0 drain due to an existing claim
  on partition 7, and resulted in a DSNU590I - RESOURCE NOT
  AVAILABLE, REASON=X'00C200EA'; however, the subsequent DISPLAY
  CLAIMERS output was only performed against partitions 1 thru 4
  so no blocking claimers were displayed.
  

Problem conclusion

• REORG was modified to correct the aforementioned problem by
  displaying global claimers on all table space partitions when
  the option DRAIN_ALLPARTS is provided and the part 0 drain
  fails.
