PH31819: Even when type is still mapped to templates , able to delete types on security page

Error description

• Steps to reproduce :
  
  1) Create a Team: testTeam
  2) Settings -> Security -> Role Configuration -> Environment ->
  'Create Type': deleteMe
  3) Create a Resource Template , add testTeam to resource
  Template
  4) Create an Application Template and an Environment Template
  with the Type 'deleteMe' and add testTeam to it
  5) Create an Application and Environment based on the Templates
  6) Delete the Type: deleteMe
  7) Browse to the Application -> Environment -> Configuration
  
  Result:
  The Type still shows the deleted 'deleteMe' Type. (It shows as
  testTeam(as deleteMe) type on team mappings
  
  8) Attempt to add a Team
  Result:

  Cannot add new mappings to deleted resource roles.
