  This APAR provides enhancements to allow the following changes
  to be registered in CM:
  
  CREATE and ALTER statements for MASK and PERMISSION
  ALTER TABLE ACTIVATE and DEACTIVATE ROW and COLUMN ACCESS
  CM ignores are also added for the SYSCONTROLS catalog table.
