Error description

• On a HALOAD job when the HLO Started task does not monitor the
  Db2 SSID the HALOAD job is running on, the HALOAD job will fail
  with message HLOU5903W DSNUTILF EXIT IS INOPERATIVE FOR SSID
  and the job ends with RC=4 instead of RC= 8
  With this APAR the load job will now end with RC=8
