Error description

• No need to store Leader ID when server is stopping to avoid
  having this warning messages in the server log:
  CWWKE1102W: The quiesce operation did not complete. The
  server will now stop.
  CWWKE1107W: 1 threads did not complete during the quiesce
  period.

  There are warning messages in the server log after requesting a
  server to stop:
  CWWKE1102W: The quiesce operation did not complete. The server
  will now stop.
  CWWKE1107W: 1 threads did not complete during the quiesce
  period.
  
  The problem is with a service that is attempting to send a
  message to the collective controller.
  

Problem conclusion

• The code was updated to prevent the service from calling the
  collective controller while the server is stopping.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 20.0.0.12.  Please refer to the Recommended Updates page
