  When an OS is running in a non-English locale, the Agent fails
  to parse the dates and as a result no data is processed for
  Reporting.

  Steps to Reproduce
  ****************
  
  1). Ensure that the OS is running in a non-English locale, say
  Japanese.
  
  2). Install LKS and Agent 8.1.6.5.
  
  3). Do something to check-out a license.
  
  4). Add the Agent to an ART.
  
  5). Observe the Agent log. Following error can be seen.
