Error description

• Shadow job bind issue on October time change.
  If using CHGOFF(M), and the bind occurs after
  the October DST time change for operations having
  IA preceding the October DST time change, and
  falling in the time window between 00:00 AM and the
  October DST change time, can wrongly bind with 1 hour
  earlier operations.

• Check for shadow operations falling in that time window, when
  using CHGOFF(M) has been enforced.
