Error description

• When multiple ODF distributions with the same jobname are
  processed simultenaolsy
  some distributions may fail with
  ARS0446E ODF distribtuion processing failed.
  In the MVS SYSLOG
  there will be IEC020I 001-3 error messages.

  running in the 32-bit address space.
  2.ODF is incorrectly processing reports that do not find an sql
  match

  2.ODF is modified to correctly process recipient lists and
  report bundles that do not find an sql match
