Error description

• Running a process with a "Run Generic Process" step with no
  defined Resource Path (thus taking the Generic Process's default
  resource) when all agents in the pool are offline results in a
  NullPointerException.
  
  Reproduction Steps:
  1. Create a Generic Process with an agent pool as the Default
  Resource.
  2. Ensure that all agents on the agent pool are offline.
  3. Create an application process with a "Run Generic Process"
  step with no defined Resource Path
  4. Run the application process.
