• add steplib to the batch job for MQ datasets SCSQLOAD and
  SCSQAUTH

  There were two global variables defined with the same name but
  different types in two different modules used to build WSGRID.
  Under the current binder design, when there are two duplicate
  sections, the second section, including parts in it,  will be
  discarded by the binder.  This caused the length of the variable
  to be 0x4 instead of 0x14, resulting in the failure.
  

Problem conclusion

• A code update has been made to the variable names used to preven
  the reported issue from occurring.
  
  The fix for this APAR is targeted for inclusion in fix pack
