PH28387: S3 MIGRATOR DOES NOT WORK WITH USER AND PASSWORD ON COMMAND LINE

Error description

• When using the S3 Migrator and specifying the user and password
  via the command line like, the migrator fails with a 403 error.
  
  Example command line: java -jar s3migrator.jar  -repo
  "appdata\var\repository" -bucket <bucket-name> -region us-east-1
  -user <aws-access-key-id> -password <aws-secret-access-key>
  
  Expected: Migrator completes successfully (there may be no
  output) and codestation data is migrated to S3.
  
  Actual: Exception in thread "main"
  com.amazonaws.services.s3.model.AmazonS3Exception: Access Denied
  (Service: Amazon S3; Status Code: 403; Error Code: AccessDenied;
  ...)
  

Local fix

• For AWS, use the AWS CLI to set the API Key ID and Secret Access
  Key for the system (in the ~/.aws/credentials file) using the
  command "aws configure".
