Error description

• Original Title:  Certain IMS inconsistencies can cause ODL (MDS)
  to go into a loop
  Diagnosis: s0C4 during INIT call to Data Packer created a
  serialization issue because of serialization lock held
  The solution to this problem is to build out the compression
  exit environment so IMS Data Packer is able to discover the
  DBD and segment name from the compression exit environment.
