Problem conclusion
The Web services code assumes that the bindings.xml file is packaged under the META-INF/PolicySets directory, but since bindings.xml was incorrectly packaged under META-INF, it caused StringIndexOutOfBoundsException when the policy set code tried to read the bindings.xml file. The policy set code is updated to ignore any extraneous bindings.xml files that are incorrectly packaged in the application. The fix for this APAR is targeted for inclusion in fix pack 9.0.5.7 and 8.5.5.19.
