PH28116: WHEN A TABLE IS ALTERED TO ADD A PARTITION, THE EXPORTED CHANGE HAS A DROP/CREATE INSTEAD OF THE ALTER TABLE ADD PARTITION

Error description

• Currently, when an table is altered to add a partition,
  the exported change file contains a drop/create instead of an
  ALTER TABLE ADD PARTITION.
  
  This causes issues when trying to use the exported change file
  to propagate the changes to multiple targets elsewhere.  For
  example, the create table may not reflect the table exactly as
  it exists elsewhere, and may cause unwanted changes.
  Tablespace name for instance, or columns changes.

  * PROBLEM DESCRIPTION: Adding a partition to a table will      *
  *                      result in a CHG that contains a DROP    *
  *                      and CREATE of the table. When trying    *
  *                      to export this change with a mask the   *
  *                      entire definition of the table will be  *
  *                      included which means the new            *
  *                      table to be changed will not only       *
  *                      have a new partition added but its      *
  *                      definition will change to be identical  *
  *                      to the one in the exported CHG.         *
  ****************************************************************
  The current behavior of compare when adding a partition to a
  table is to DROP and CREATE the table. When exporting a CHG
  using a mask containing this DROP and CREATE of the table, the
  entire definition of the table is included in exported CHG. When
  trying to alter a different table to add a partition the user
  must now update the definition of the table to the table
  definition in the exported CHG. This can cause unwanted changes
  to the table in the masked exported CHG.
