Error description

• A CM Batch or Object Compare change that adds an ALTER TABLE ADD
  RESTRICT ON DROP may result in a 'Nothing to process' message in
  in the ANALYZE report, and so may generate an empty WSL.

  Analyzing an ALTER TABLE ADD RESTRICT
  ON DROP change results in no objects
  being processed and subsequently an
  empty work statement list (WSL).
  

Problem conclusion

• The DTC component is not writing to the delta version file for a
  change with an ALTER TABLE ADD RESTRICT ON DROP statement.
  This behavior results in an empty version file being processed,
  which means that no objects are processed by the GEN, Merge,
  and Compare functions.
  
  Thus, the resulting WSL from analyzing this change is empty.
