PH26971: ARSLOAD LOOP

APAR status

• Closed as program error.

Error description

• Arsload passed a null pointer to the 390 indexer for the
  indexer parms which will cause a loop.

  ARGL390C was not detecting an empty parameter.  This led to code
  being executed without various variables getting set correctly,
  sending the 390 indexer into a loop.
  

Problem conclusion

• ARGL390C is changed to detect an empty parameter and issue a
  ARS5401E message.
