PH26943: JCICSX API Fixes

APAR status

• Closed as program error.

Error description

• This APAR addresses two problems that can occur when using
  the JCICSX API.
  
  - When an empty byte array is put into a container this
    causes a 400 Bad Response from the JCICSX server.
  
  - An abend S0C4 occurs in DFHSJDM and DFHDUTM at CICS
    initialization.
    This problem also causes the Local Transactions view in
    CICS Explorer to fail if the Change Agent column is visible,
    giving the error message "An internal error occurred during:
    "Get Group: LOCTRAN". Non-null value was null".

  When an empty byte array is put into a container this causes
  a 400 Bad Response from the JCICSX server.
  
  During CICS initialisation DFHSJDM defines the CJXA transaction.
  The transaction is incorrectly defined which can cause an 0C4
  abend to occur. Alternatively if the transaction definition is
  successful then the CICS Explorer local transaction view may
  throw an error with message 'non-null value was null'.
  

Problem conclusion

• The JCICSX server has been updated to fix the problems described
  above.
  
  The JCICSX server has also been updated to ensure that errors
  are returned with a Content-Type of text/plain.
