PH26227: PREVENT ETOS FROM ALLOCATING STORAGE IN USERKEY CSA EVEN IF VSM ALLOWUSERKEYCSA(YES) IS SPECIFIED UNDER ZOS 2.3

Error description

• With z/OS 2.4, IBM is telling customers that VSM
  ALLOWUSERKEYCSA(YES) and the usage of USERKEY on the Common
  Service Area (CSA) won't be allowed anymore.
  
  The current ETOS uses USERKEY to allocate ECSA when VSM
  ALLOWUSERKEYCSA(YES) is specified.
  
  This APAR is to prevent ETOS from allocating storage in Userkey
  CSA even if ALLOWUSERKEYCSA(YES) is specified under zOS 2.3. It
  will help customers migrate their environment to z/OS 2.4 or VSM
  
  ALLOWUSERKEYCSA(NO).  Prevent ETOS from allocating storage in
  Userkey CSA even if VSM ALLOWUSERKEYCSA(YES) is specified under
  zOS 2.3

  *                      is specified on z/OS 2.3 or former.     *
  *                      That is not helpful when the user       *
  *                      checks the usage of userkey on their    *
  *                      system preparing for migration to       *
  *                      z/OS 2.4.                               *

  * RECOMMENDATION: Apply the maintenance for this APAR.         *

  This PTF changes ETO Support not to allocate ECSA using userkey
  even if "VSM ALLOWUSERKEYCSA(YES)" is specified.
  Note that an IPL is required after applying this PTF if the user
  wants to make ETO support use KEY7 instead of KEY15 (userkey)
  in all usage of ECSA.
