  * Creating a z/OS Batch Application with existing JCL launch   *
  * configuration with a JCL that has national language          *
  * characters in the step names, the step names are not         *
  * displayed correctly and the launch fails to trigger a debug  *
  * session.                                                     *

Problem conclusion

• The z/OS Batch Application with existing JCL launch
  configuration failed to transfer the JCL in the appropriate code
  page prior to parsing for steps.
  
  This problem is addressed in 14.2.4 of the following products:

  IBM Developer for z/OS
  IBM Developer for z/OS Enterprise Edition
