Error description

• Framework Manager model report file name is broken when Japanese
  character is used in file name or folder name.
  Following behavior is seen.
  - Save as Japanese name file, then the file name characters are
  broken.
  - Save in Japanese name folder, then no file is saved there but
  broken character name file is saved in its parent folder.
  These are seen in both HTML and XML output..
