PH25845: ALLOW USERS TO EXCLUDE GLOBAL INTERCEPTION FOR UTILITIES

APAR status

• Closed as unreproducible in next release.

Error description

• Add new tag into the UET policy settings that will work for all
  ACTIONs and allow users to exclude global interception for
  utilities.
  Acceptance criteria:
  1. When UTILITY_INTERCEPT tag is not specified in the UET policy
  settings (for example, for all existing installations), UET will
  work as before, intercepting all utilities. This behavior
  matches to the behavior if user specifies and means that
  interception will be performed for all utilities.
  2. When tag is specified then interception will be performed
  only for this utility specified in the utility_name. All other
  utilities will be excluded from global interception.
  3. When tag is specified multiple times for different utilities
  then interception will be performed only for utilities specified
  in UTILITY_INTERCEPT tags. All other utilities will be excluded
  from global interception.
