  The APAR won't fix the security error, but will stop the NPE
  and issue a better error message.
  

Local fix

• fix the security error.  Or do the migration with security
  turned off.

  WASPostUpgrade migration command outputs a NullPointerException.

  trace file.
  

Problem conclusion

• A more helpful exception message will now be output when this
  scenario occurs.
  
  The fix for this APAR is targeted for inclusion in fix pack
