Error description
DFHMQ0125 E date time applid Cannot retrieve data from a START command. EIBFN=X'CE24' EIBRESP=16 EIBRESP2=2 is issued because there is a contention problem where one CKTI task has been delayed by a lot of CLS2 synchronization activity taking place. This first CKTI task was started by the CKAM transaction and has been delayed for some seconds due to the CLS2 activity. When the WLMHEALTH percentage was next incremented, transaction CKAM was posted again and because this CKTI had not yet been able to set the MQMONITOR started, CKAM issued another EXEC CICS START command to set the MQMONITOR started, creating a second CKTI instance. The second CKTI was not delayed by the CLS2 activity, which was still ongoing, and set DFHMQMINI to started. When the first CKTI task resumed, DFHMQINI was already started and the EXEC CICS SET MQMONITOR STARTED command failed. This APAR intends to fix the above problem and will also change the description of the message DFHMQ0125. Currently the text of the message DFHMQ0125 is: DFHMQ0125 E date time applid Cannot retrieve data from a START command. EIBFN=X'eibfn' EIBRESP=eibresp EIBRESP2=eibresp2. It will be changed to read: DFHMQ0125 E date time applid Unable to set mqmonitor <name> started. EIBFN=X'eibfn' EIBRESP=eibresp EIBRESP2=eibresp2.

Problem conclusion
The message DFHMQ0125 has been changed to read "Unable to set mqmonitor <name> started." and code has been added to cater for two CKTI or CKBR tasks simultaneously attempting to set the same MQMONITOR resource started.
