PH24877: ANT TASK RES-DEPLOY MAY DEPLOY A RULESET WITH AN INCORRECT LIBRARY

Error description

• When deploying a ruleapp using res-deploy ant task & including
  a managed XOM,  if the XOM is not changed the task
  declares a new XOM version and library.
  Nothing new is created in RES and so the library
  referenced in the ruleset does not exist.
