  * When Debug Profile Service and Debug Manager are not         *
  * running, creating a non-CICS profile results in a TEST       *
  * runtime option with two & (ampersands) after the TCPIP       *
  * string.                                                      *

Problem conclusion

• The debug profile user interface was modified to ensure a valid
  TEST runtime option is generated when neither Debug Manager nor
  Debug Profile Service are running.
  
  This issue is fixed in v14.2.3 of the following products:
  IBM Debug for z/OS
  IBM Developer for z/OS
  IBM Developer for z/OS Enterprise Edition
