Error description

• This fix addresses two issues:
  
  1) A change that alters
  an index with INCLUDE columns
  might result in the following error :
  
  ADB8064E The >column name< column to be added to the
  >schema.tablename< index is already an index column.
  
  ADB8068I Partial statement at the point of error:
  ALTER INDEX >schema.tablename< ADD COLUMN (>column name< ASC)
  
  
  2. The BUSINESS_TIME WITHOUT OVERLAPS clause is missing
  from the CREATE INDEX statement after ANALYZE.

  *                      BUSINESS_TIME WITHOUT OVERLAPS          *
  *                      clause for the affected index.          *

  Issue 1:
  The merge function erroneously checks the column name against
  the INCLUDE column in addition to the index key column
  
  Issue 2:
  Compare does not generate the proper ALTER INDEX statements
  when adding start and end columns to a BUSINESS_TIME WITHOUT
  OVERLAPS clause for an index . Analyzing a changes file
  without the proper ALTER INDEX statements will not
  generate an index with the BUSINESS_TIME WITHOUT OVERLAPS
  clause.
