Error description

• When use of the IMS Administration Tool Group or the IMS
  subsystem is not authorized, IMS command batch job ends normally
  regardless of a message ATY6190E.

  * PROBLEM DESCRIPTION: The IMS command processor batch         *
  *                      program ends normally regardless        *
  *                      of a message ATY6190E.                  *
  ****************************************************************
  * RECOMMENDATION: Apply the maintenance for this APAR.         *
  ****************************************************************
  The IMS command processor batch program validates whether a user
  has security authority to issue IMS commands. The security
  authority is managed by an IMS Admin. Tool group or IMS SSID by
  RACF or the the other security control products. When the user
  is not permitted to issue IMS commands, the IMS command
  processor batch program stops IMS command processing and issues
  the message ATY6190E, however the job ends normally with return
  code 00.
  

Problem conclusion

• The IMS command processor batch program is fixed to ends with
  return code 12 when the user is not permitted to issue IMS
  commands.
