PH23901: PL/I DEC FIXED(13,0) IS CONVERTED TO SQL FLOAT(15) TYPE WHEN DEFINING A VIRTUAL TABLE

Error description

• When creating a virtual table using PL/I DCL statement, the PL/I
  DECIMAL type is incorrectly converted to SQL FLOAT type
  'DEC FIXED(13,0)' with a comma and the scale is incorrectly
  converted, whereas 'DEC FIXED(13)' without comma and scale is
  correctly converted.
