PH21832: AFTER FIX FOR APAR PH19393/PB5993, UNPREDICTABLE ISSUES WHEN VUM032/ACTLGUSR NOT SET TO CURRENT_USER.

Error description

• (HPU 5.1 only) After the fix for APAR PH19393/PB5993 has been
  applied, some unpredictable issues can occur if the
  VUM032/ACTLGUSR parmlib parameter is not set to CURRENT_USER.
  The issues occur because the genuine userid is not restored
  after the userid has been switched to the user defined by
  VUM032/ACTLGUSR. As a consequence the rest of the process is run
   on behalf an unexpected userid which can lead to issues such as
   the following ones.
  
  
  
  - example 1) the Db2 HPU job terminates with completion code of
  8 after having issued the INZI187E message if the additional
  conditions below are fulfilled:
  
     - the VUM028/DISPLUSR parmlib parameter is set to
  CURRENT_USER
  
     - the userid specified by VUM032/ACTLGUSR does not have the
  privilege to DISPLAY DATABASE for the unloaded tablespace
  
  
  
  - example 2) the Db2 HPU job terminates in abend after having
  issued system message reporting authorization issues regarding
  work data sets if the additional conditions below are fulfilled:
  
     - the VUM028/DISPLUSR parmlib parameter is not set to
  CURRENT_USER or the userid specified by VUM032/ACTLGUSR has the
  privilege to DISPLAY DATABASE for the unloaded tablespace
  
     - the index scan feature is involved in the unload processing
  

Local fix

• If applicable, set VUM032/ACTLGUSR to CURRENT_USER and run the
  unload on behalf of a userid having the privileges required for
  the ""User who issues SELECT by using dynamic SQL
  (VUM032/ACTLGUSR)"".
