Error description

• The OpenID Connect TAI implementation tries to refresh an
  access-token even though the refresh-token is null.

  When an access token expires, if refresh is enabled and there is
  a
  refresh token associated with the access token, the OpenID
  Connect
  (OIDC) Relying Party (RP) will attempt to refresh the access
  token
  using the refresh token.
  When there is no refresh token associated with the access token,
  the RP may still attempt to refresh the access token.
  

Problem conclusion

• The OIDC RP TAI is update so that it will only attempt to refres
  access tokens when refresh is enabled a refresh token exists for
  the access token.
  
  The fix for this APAR is targeted for inclusion in fix packs
  8.5.5.18 and 9.0.5.4.  For more information, see 'Recommended
