• It is not possible to change a request header based on another
  request header prior to WAS Plugin processing.

  "early mode" and a conditional environment clause.
  

Problem conclusion

• Request header modification flexibility is improved by
  allowing "early;" at beginning of an environment clause.
  
  e.g.:
  
  Header always set Foo Bar early;env=some-var
