PH20882: FRAMEWORK MANAGER RECENT LIST DOES NOT WORK FOR USERS OTHER THANADMINISTRATOR

Error description

• When you run FM as your user (even one that belongs to the
  Administrators group) the Recent list when you open FM does not
  persist. It only works if you run FM as Administrator. This used
  to work in 11.1.1, 11.0.x, and 10.x.
  
  A version of the bmt.ini file which contains and manages the
  Recent list, should be written to the user's AppData in the
  following location:
  
  C:\Users\<your user name>\AppData\Local\VirtualStore\Program
  Files (x86)\IBM\cognos\fm\configuration
  
  This directory and file never gets created.
