Error description

• After application of the fix for APAR PH15296, you use CEDA to
  change a resource in your DFHCSD dataset. The field / attribute
  that you change is the DESCRIPTION. When you do that, the
  CHANGETIME does not get updated, and remains the same as it
  was.
  .
  Further, the CEDA audit trail messages written to MSGUSR with
  the BEFORE and AFTER attribute values also do not appear,
  leading to a lapse in the auditability of the resource.
