PH19167: DOE DOESN'T IGNORE COLLID IN COMPARING THE DDL OF STORED PROCEDURES

Error description

• DOE today doesn't generate a collid for stored
  procedures, and doesn't ignore the collid keyword, which may be
  part of
  DDL of the stored procedure, in comparing or pull to master or
  instance
  copy. While users need to be able to use their own version of
  packages
  for the stored procedures under their instances, instead of the
  value
  defined in the master copy of application definition, especially
  when
  users have to change the bind option or static SQLs for fix or
  new
  feature. DOE treats the difference of collid keyword of the
  create
  procedure ddl as a DDL change everytime today, but that is not
  what
  users expect.
