Error description

• If an apostrophe is specified on a JCL parameter value, IRE
  causes ABENDS0C1 on registering IMS system through ISPF.

  If a parameter field of IMS procedure are enclosed by
  apostrophes, consecutive apostrophes in the fields represents
  one apostrophe. Program logic to handle consecutive apostrophes
  has an error, and it causes BSY#BBRGN ABENDS0C1.

• Program logic to handle consecutive apostrophes is fixed.
