Error description

• Currently, IIDR CDC for z/OS is able to engage encryption of
  replicated data using AT-TLS by operating as an AT-TLS
  Application Basic type application.  IIDR CDC on other platforms
  is able to optionally engage encryption through configuration.
  In order for IIDR CDC for z/OS to do the same, it must become an
  AT-TLS Application Controlling type application.
