  During DRF:XF initialization, IROMSREM uses the BPE system ECB
  to attach and drive task initialization routines. However, this
  can cause a problem with double POST of ECB between other BPE
  functions. As a result, an ABEND U0020-23 occurs at IROMIPRC
  with the error message IRO0032E SERVICE FAILURE, SERVICE:
  BPEPOST FUNC=POST, RC=0000000C RSN=00000000.
  

Problem conclusion

• IROMSREM is modified to GETMAIN a unique ECB and use it instead
  of BPE system ECB for DRF:XF initialization.
