Error description

• This problem is not manifested in the UI.  The information
  displayed to the end user is correct.
  When a Base Resources are added to Environment twice, a
  duplicate entry is inserted  in ds_environment_to_resource
  table
  Duplicate rows should not be added when the command is run
  multiple times.
  
  Reproduction steps
  Run CLI command of add base resource an environment miltiple
  times and you can see the duplicate entries in
  ds_environment_to_resource table.
