PH16395: When running a deployment, UCR errors and the UCD application process history shows an error: Cannot insert duplicate key

Error description

• Error : Application process cannot start : Cannot insert
  duplicate key row in object 'dbo.inv_desired_inventory' with
  unique index 'inv_unique_desired_entry
  
  Steps to reproduce:
  
  1) On UCD , Create a deployment which includes creating
  component,application,environment,snapshot having versions and
  resource tree
  2) On UCR, Goto Integrations. Goto plugin tab, Add IBM UrbanCode
  Deploy Plugin .Goto Integrations, Add New -> Add UCD server
  which is up and running by Integration Type : IBM Urban Code
  Deploy plugin
  3) After configuring , Do Run Integration
  4) From UCR, Navigate to Applications , Add a team for
  Application
  5) Navigate to environments, Goto Release Environments, Drag and
  drop environment to Corresponding release Environment
  6) Navigate to Releases and Deployments ,Navigate to Deployment
  plans tab , create a deployment plan and select corresponding
  release
  7) Click on plan , Create segment ,Execution pattern parallel.
  8) Create one more segment, execution pattern parallel for it as
  well.
  9) Navigate to Deployments,Click on execution date link , Click
  on Deployment execution -> Start deployment
  10) One of the 2 segments exection would error out .
  11) On UCD, Application History -> Application process cannot
  start : Cannot insert duplicate key row in object
  'dbo.inv_desired_inventory' with unique index
  'inv_unique_desired_entry
