  Liberty collective controllers configured to use the
  dynamicRouting feature with IHS are not able to route OIDC
  requests to collective members configured with the
  openidConnectClient feature.
  

Problem conclusion

• This capability was delivered initially in 19.0.0.4, but there
  were funcitonal issues which prevented if from working properly.
  A set of fixes was delivered for both collecitve controllers and
  collective members.  The fixes now allow dynamic routing to
  correctly see system installed applications in a way that
  routing is possible.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 19.0.0.10.  Please refer to the Recommended Updates page
