PH15773: DFHCA4920E THE INSTALLATION OF BUNDLE NAME HAS FAILED.

Error description

• When re-installing a specific bundle getting failure because the
  
  disable takes long.
  .
  
  We have a specific bundle that when we do an install of the
  bundle the existing bundle takes a few seconds to disable. CICS
  returns a normal response on the bundle disable, however, the
  bundle part has not fully disabled. The discard than fails
  because the bundle part is not disabled and subsequently the
  install will fail because there is already a bundle with that
  name.
  
  Since the bundle part eventually becomes disabled a second time
  will usually successfully install. Below are the messages
  produced.
  
  DFHSJ1107 WAR bundle with symbolic name has been Disabled.
  
  DFHRL0115 CCVR The attempt to discard the BUNDLE failed
  because one or more of its defined resources are not in a
  DISABLED state.
  
  DFHCA4920 E CCVR The installation of BUNDLE name has failed
  because it is a duplicate of one which already exists.
  
  DFHAP1900 CCVR DISABLE PROGRAM(CCVSXCSD) EXITALL STOP
  RESP(NORMAL) RESP2(0).
  

Local fix

• Since the bundle part eventually becomes disabled a second
  time will usually successfully install.

  options specified) fails when the disabling of the installed
  BUNDLE's constituent parts has not completed successfully before
  the DISCARD is attempted.

Problem conclusion

• CICS Configuration Manager is corrected to check that the
  ENABLEDCOUNT value on the installed BUNDLE is zero before
  attempting a DISCARD and then a possible INSTALL of the BUNDLE.
  This is attempted five times with a one second delay between
  each check. After this process is complete, if the BUNDLE's
  constituent parts are still not disabled then the DISCARD and
  possible subsequent INSTALL will still fail.
