Error description

• 1. If you do not give the "Upload file" capability to the user
  then they don't see the upload option under New but the "Drag
  and drop files, open Quick launch or Browse" is still there on
  the welcome page
  2. On clicking the "Browse" nothing happens which is fine but
  the entire section should not be displayed if the user does not
  have the capability
