APAR status

• Closed as program error.

Error description

• The Content-Encoding header was not correct after "gzip" was
  merged into an existing Content-Encoding header.

  If Content-Encoding is non-empty but mod_deflate can still
  modify the body, the Content-Encoding header is not properly
  updated.
  

Problem conclusion

• The code was updated to make the response header match the
  response body.
  
  This fix is targeted for 8.5.5.17
