APAR status

• Closed as program error.

Error description

• When a Messaging Engine runs low on file store space, it will
  delay adding new messages until a checkpoint has completed.
  If this happens at messaging engine shutdown, the spill
  dispatcher threads are not released which causes the shutdown
  threads to hang.
  

Local fix

• Increase size of the file store so that the messaging engine
  does not have to constrain the incoming requests.
