Error description

• Alternate XRF CICS region hangs in VSAM module IDA0192A after
  this shutdown message:

  DFHKE1799 TERMINATION OF CICS IS COMPLETE.
  .
  This message is followed by an IEC999I message indicating that
  the local catalog, DFHLCD has failed to close.
  .
  The hang is happening when VSAM, program IFG0TC0A , has gotten
  control during termination of the CICS Step TCB.  IFG0TC0A is
  doing an implicit close of all files that were opened by the
  CICS jobstep TCB.  One of those files is the DFHLCD local
  catalog.  VSAM hangs trying to close that file because earlier,
  a TCB doing I/O to DFHLCD was detached while I/O was
  outstanding.

  There is a system task that was trying to load Health Checker
  module DFHHCC1. This task can be seen waiting on resource
  CCVSAMWT ASYNRESP. Since program DFHHCC1 has never been loaded
  or invoked before, CICS does a DEFINE PROGRAM which caused a
  write to the local catalog. This I/O occurred under the RO TCB
  and had not completed when the RO TCB terminated.

  * PROBLEM DESCRIPTION: An Alternate XRF region hangs in VSAM   *
  *                      module IDA0192A when attempting to      *
  *                      shutdown.                               *

  A CICS XRF alternate region is in Standby. I/O is performed on
  the DFHLCD catalog to define program definitions for the Health
  Checker check routines.
  Whilst this I/O is in progress, a shutdown request is issued to
  the Alternate region. This detaches all TCBs running at the time
  and in this case, leaves outstanding I/O activity against the
  DFHLCD catalog.
  Termination of the region continues and VSAM receives control to
  close all files that are open, VSAM hangs trying to close the
  DFHLCD because there is outstanding I/O against it.
  

Problem conclusion

• A Wait_Phase has been implemented to wait for CICS to initialise
  before defining the program definitions for the Health Checker
  check routines.
