• Fix to detect the no index situation and generate the UNLDDN
  SREC control card in REORG utility
  

Local fix

•  There are 2 potential workarounds:
  1. Turn off the TEMPLATE job option or,
  2. Add the UNLDDN SREC control card to the REORG TS that failed.
