Error description
The issue here is that: 1. There does not seem to be any way to display Warren and Washington in both New York and Indiana (the two exists as counties in both states), even when applying the state filters 2. The map treats ambiguous locations (such as Warren and Washington) inconsistently. For example, Warren and Washington are explicitly specified in Cognos as geographic regions representing counties, however, the map will sometimes show Warren or Washington city, town, and state depending on the combination of filters used.
